Anthropic has restored global access to Claude Fable 5, one day after the U.S. Department of Commerce withdrew the export controls it placed on the model on June 12. Access is rolling back out across Claude.ai, the Claude Platform, Claude Code, and Claude Cowork, with availability on AWS, Google Cloud, and Microsoft Foundry to follow.

The 18-day episode began after a Commerce directive barred any foreign national, including non-citizen members of Anthropic’s own staff, from using Fable 5 or the more capable Mythos 5 model it is built on. Anthropic pulled both models worldwide because it could not verify the nationality of its users.

What ended the export controls

Commerce withdrew the controls after reviewing a single safety filter trained to block one specific prompting technique. Amazon researchers had used the technique to get Fable 5 to identify software vulnerabilities and, in one case, write code demonstrating an exploit. Anthropic says the new classifier blocks that technique in more than 99% of cases and reroutes flagged requests to the older Opus 4.8 model. Commerce’s Center for AI Standards and Innovation (CAISI) reviewed the safeguards before the controls were lifted.

What the filter does and does not do

The classifier targets the reported prompt rather than altering Fable 5’s underlying capabilities. The model can still identify the vulnerabilities described in the Amazon report; the filter detects the request and reroutes it instead of removing the ability from the model itself.

Detection-based safeguards were what allowed the original jailbreak in the first place, and a classifier tuned to one known technique does not address techniques that have not yet been found. Anthropic acknowledges that no model can be made fully resistant to jailbreaks and expects more to surface.

What the joint review of other models found

A joint review by Anthropic, the U.S. government, and Amazon found that Opus 4.8, OpenAI’s GPT-5.5, and China’s Kimi K2.7 could identify the same vulnerabilities. Every model tested, including Haiku 4.5, Sonnet 4.6, and several Opus versions, could reproduce the single exploit demonstration. The findings supported the argument that Mythos-class cyber capabilities had been oversold.

Restored access and benchmark standings

Fable 5’s return reclaims benchmark positions that Chinese lab Z.ai’s GLM-5.2 had held by default while Fable was offline, including the top accessible score on the AA-Briefcase multi-week task test. Mythos 5, which has fewer guardrails and remains limited to Project Glasswing partners, returned to a set of U.S. organizations on June 26.

New HackerOne channel and government pre-release testing

Anthropic has opened a HackerOne program for researchers to report new Fable 5 jailbreaks. The company has also committed to giving designated government partners earlier access to test future frontier models before release.

Usage limits during the transition

For Pro, Max, Team, and select Enterprise plans, Fable 5 counts toward up to 50% of weekly usage limits through July 7, after which it moves to usage credits.

FAQ

Why did the U.S. Department of Commerce place export controls on Claude Fable 5?

A June 12 Commerce directive barred any foreign national, including non-citizen members of Anthropic’s own staff, from using Fable 5 or the Mythos 5 model it is built on. Because Anthropic could not verify the nationality of its users, it pulled both models worldwide for 18 days.

What changed to get the export controls lifted?

Anthropic deployed a classifier trained to block the specific prompting technique Amazon researchers had used to get Fable 5 to identify software vulnerabilities and write one exploit demonstration. Anthropic says the classifier blocks the technique in more than 99% of cases, reroutes flagged requests to Opus 4.8, and was reviewed by Commerce’s CAISI before the controls were withdrawn.

Where is Fable 5 available now, and are there usage limits?

Fable 5 is returning across Claude.ai, the Claude Platform, Claude Code, and Claude Cowork, with access on AWS, Google Cloud, and Microsoft Foundry to follow. For Pro, Max, Team, and select Enterprise plans, Fable 5 counts toward up to 50% of weekly usage limits through July 7, after which it moves to usage credits.
